THE NINH THUAN ECONOMIC DEVELOPMENT OFFICE (EDO)


 
                                         

          With a resolve to vigorously improve the province’s investment environment, on 08 March 2010, the Ninh Thuan People’s Commitee issued Decision 207/2010/QD-UBND on the establishment of the Economic Development Office - EDO) and the Decision 74/2014/QD-UBND dated 01 October 2014 amending some articles of the Decision 207/2010/QD-UBND.

This is a new institutional model established based on the Singapore’s model and the Monitor Group’s ideas. The Economic Development Office is a public entity under the management of Department of Planning and Investment and the direct guidance of the Chairperson of the Province’s People Commitee.


1. Functions: the EDO has three major functions as follows:

 - To provide advice on work relating to promotion of investment from all economic sectors (domestic and foreign investors) as well as mobilizing development aids (ODA and assistance from NGOs).

- To serve as the focal point in providing guidance and support for investors to complete investment procedures from the beginning to end of the project cycle according to the “one stop shop model”.

- To assist investors and aids donors in solving difficulties arisen during project implementation.

 
 

2. The EDO’s relationship with other relevant agencies:



3. Major duties:

3.1. To provide advice in development and implementation of plans and progammes on investment promotion and mobilization of official development assitance and aids from NGOs.

3.2. To organize activities on investment promotion and aids mobilization with a view to introducing and promoting the province’s investment and aids projects to attract both domestic and foreign investors and donors and thus further investment flows in the province. 

3.3. To establish the database and operate the information system to introduce the province’s potentials, investment opportunities, master plans, land, list of projects calling for investment and aids to investors and donors.

3.4. To provide advice to the Director of the Planning and Investment Department in proposing to the Provincial People’s Commitee decisions on approval of investment sites and granting of investment licences to investors from different economic sectors.

3.5. To serve as the focal point in providing guidance as well as receiving and processing applications according to the “one stop shop model” or forwarding them to relevant agencies for processing according to their authority and informed investors of the results of application processing.

3.6. To serve as the focal point in providing guidance and support for donors in the process of acquiring information and implementing aids projects and programmes in the province.

3.7. To provide advice on reception and management of ODA and supervising ODA implemetation and disbursement in the province.

3.8. To provide guidance on steps and procedures on NGOs project approval in the province so as to advise the director of the Department of Planning and Investment in proposing the province people’s commitee for approval.

3.9. To work with departments and agencies in providing advice to the province people’s commitee in supporting investors and aids donors in solving issues arisen during investment and aids implementation in the province;

3.10. To propose reforms relating to processes and procedures according to the “one stop shop model” at the EDO along the lines of simplification and consistency.

3.11. To provide advice on mechanisms and policies in attracting investment as well as mechanisms on attraction and management of ODA and NGOs aids programmes and projects in the province.

3.12. To coordinate with functional agencies in organizing professional training courses for staff in charge of implementing EDO’s functions and duties and cooperate with domestic and international organizations in implementing assigned tasks.

5. Applications received and processed according to the “one stop shop model” at the EDO:

5.1. The following are applications that the EDO processes or provides advices on processing and informs the results of decisions right at the EDO:

- Providing copies of land site map (within the working day).

- Introducing sites with 1/500 detailed construction master plan, and the approved urban design plan (within the working day).

- Tax declaration and calculation (within the working day).

- Granting the business registration certificate, tax registration and seal making (within the three working days).

- Procedures of enterprise dissolution (no more than 05 working days).

- Approving investment sites (no more than 27 working days).

- Granting investment licences (in case of registering for investment licences: no more than 12 working days; in case of carrying out an inspection: no more than 15 working days).

- Adjusting investment licences (in case of registering for adjustment of investment licences: no more than 12 working days; in case of carrying out an inspection before the adjustment: no more than 14 working days).

5.2. The following are applications that the EDO serves as the focal point in receiving and then transferring to other relevant functional agencies for processing and the EDO informs on the results of application processing right at the EDO:

- Granting the construction works planning licenses (no more than 09 working days).

- Procedures of agreement on architectural planning of the investment sites (no more than 05 working days).

- Appraisal and approval of detailed construction planning (in case of approval of planning tasks: no more than 18 working days; in case of approval of planning design: no more than 20 working days).

- Provision of comments on foundation designs (no more than 13 working days for B type projects and 08 working days for C type projects).

- Granting Construction licenses (no more than 07 working days).

- Approval on fire protection and fighting (no more than 07 working days).

- Combination of granting Construction licenses and Approval on fire protection and fighting at the same time (no more than 10 working days).

          - Appraisal and approval of the environmental impact evaluation reports (no more than 28 working days), and environmental protection registration (no more than 05 working days).

- Allocation and leasing of land and granting of the land use certificates (no more than 35 working days).

- Procedures on land withdrawal announcement (no more than 06 working days).

- Procedures on compensation and support for resettlement.

- Granting of mining licenses.

- Establishment of education institutions and private health care services (no more than 20 working days); establishment of vocational training institutions (no more than 15 working days).

- Granting of labor certificates for foreign workers (no more than 05 working days).

- Granting operation licenses for Representative office of foreign businessmen in Ninh Thuan (no more than 10 working days).


6. The process of coordination in processing applications according to the one stop shop model at the EDO:

Upon coming to the province, investors need only to deal with the EDO as the sole agency helping them complete all necessary procedures relating to business establishment.

EDO shall have the responsibility to provide guidance as well as receive and process applications or work with related departments and agencies and the district people’s committees to process applications according to their authority and inform investors of the outcomes of their application processing according to the set deadline.

Investment procedures as well as difficulties facing investors and donors during project implementation shall be resolved in a timely manner through the weekly meeting of the EDO’s steering committee headed by the Chairperson of the Province People’s Committee with the participation of leaders of agencies, units and people committees of districts and cities.
